Pope Francis announces 21 new cardinals : Pope Francis announced Oct. 6 that he will create 21 new cardinals, giving the 87-year-old pope another chance to further cement his legacy as he will now name 80% of the people who will one day elect his successor. The pope made the surprise announcement at the end of his weekly Sunday Angelus prayer from a window of the Apostolic Palace above St. Peter’s Square. The conclave for the new cardinals will take place Dec. 8 at the Vatican’s Solemnity of the Immaculate Conception.

The new cardinal-electors are from six continents around the world, including bishops from Australia, Canada, Indonesia and Iran. Eleven of the new red hats will be given to bishops and priests of religious orders. As of Dec. 8, with the new members, the total number of eligible cardinal electors will rise to 140, far surpassing the limit of 120 set by Pope Paul VI in 1975. Both Popes John Paul II and Benedict XVI also exceeded that number at various points during their papacies. After Dec. 8, of the eligible cardinal-electors, 112 will have been named by Francis, 23 by Benedict XVI and 5 by Pope John Paul II.

Among the most notable names is Dominican Father Timothy Radcliffe, the former master of the Dominican order. Radcliffe, 79, was effectively exiled from Vatican circles under Popes John Paul II and Benedict XVI, but his emphasis on pastoral theology has been bolstered by Francis, who has invited the Dominican monk to lead spiritual retreats for both the 2023 and 2024 synods.

The list also includes Archbishop Francis Leo of Toronto, Canada. The relatively unknown 53-year-old was chosen to lead Canada’s largest diocese in 2023 and is considered one of the pope’s most important appointments in North America.

The newly announced names included just two Vatican officials: Scalabrian Father Fabio Baggio, who heads the division for migrants and refugees of the Vatican’s Dicastery for Integral Human Development; and Monsignor George Jacob Couvacaud, who is currently the chief organizer for the pope’s foreign trips.
