Lieutenant Bimal Ranjan Behera awarded Shaurya Chakra : Lieutenant Bimal Ranjan Behera of Odisha at Rashtrapati Bhavan Lieutenant Bimal Ranjan Behera of Odisha was awarded the Shaurya Chakra at Rashtrapati Bhavan on Friday. Lieutenant Behera is the Rescue Officer (Designated) of the upcoming DSV Nistar of the Eastern Naval Command based at Visakhapatnam.
On 6 March 2023, an operational emergency at ONGC (Oil and Natural Gas Corporation) required the immediate assistance of the Indian Navy’s diving team.

Armada Stirling V, a critical Fuel Production Storage and Offloading (FPSO) vessel deployed off the coast of Kakinada for a major offshore development project essential for the country’s energy security, had to abruptly suspend operations due to fishing nets getting entangled in the fuel extraction mechanism. Lieutenant Bimal Ranjan Behera was one of the top divers sent to deal with the situation.

What is mission of Lieutenant Bimal Ranjan Behera ?

Lt Bimal Ranjan Behra displayed selfless courage without regard to his personal safety, leading to successful resolution of the ONGC emergency. His heroic actions, far beyond the call of duty, truly exemplified the highest standards of bravery and dedication in the Indian Navy. For his exceptional bravery, Lt Bimal Ranjan Behra is strongly recommended for the prestigious Shaurya Chakra.

On March 6 last year, when ONGC reported an operational emergency on board a fuel production storage and unloading vessel, Behera, displaying gallantry, took the lead as a diver with utmost disregard for personal safety.

This mission required an extremely challenging underwater operation: an 18 feet vertical dive to the bilge keel followed by a 100 feet horizontal dive to reach the ship’s turret and restore functionality. The underwater conditions were hazardous, involving complex underwater fittings, fierce currents, sharp barnacles, and the formidable presence of the ship’s bulbous bow. Even a few feet depth posed serious risks, making it a major challenge for the divers to remain stable.

Lieutenant Bimal Ranjan Behera fearlessly stepped up as the lead diver. At around 1000 hrs on March 12, 2023, he began the dive, immediately encountering the ferocious forces of the water that pushed him violently backwards, causing him to gasp for breath. Despite these harsh conditions, he bravely fought against the powerful currents, descending 18 feet to reach the bilge keel.

Without respite, he continued his arduous journey. The turbulent waters were turbulent and turbulent as he clung firmly to the bottom chain, pulling himself and the long umbilical line inch by inch. Exhibiting exceptional endurance, he successfully reached the turret area, traversing a distance of 100 feet across the ship. Despite being completely exhausted, Lt Behra carefully removed the nets around the turret, clearing the bell mouths one by one.

Realising that this task could be too risky for another diver to perform, Lt Behra himself shouldered the major part of the diving efforts. During this grueling operation, he dived 16 times for a total of 552 minutes in two stages, dealing with the complex underwater fitments and enduring sharp cuts inflicted by barnacles. He cleared the nets around the turret with determination.

Braving the whirlpools, Lt Behra dived under the turret to videograph the situation and get an accurate picture of the underwater situation. His efforts enabled the complex fuel extraction equipment to be pulled out of the net and facilitated seamless installation of additional underwater fuel lines to the nation.

Who is Lieutenant Bimal Ranjan Behera ?

Behera, who hails from Hadua village in Kendrapara district, had completed his BTech in marine engineering before joining the Navy.

He also completed his clearance diving course and also obtained an MSc degree in diving technology from the Indian Navy’s Diving School.

Lt Behera’s father was serving as an ammunition technician in the Ordnance Corps of the Indian Army.

During the Defence Investiture Ceremony (Phase-1) at Rashtrapati Bhavan, the President conferred a total of 10 Kirti Chakras (three posthumously) and 26 Shaurya Chakras (three posthumously) to members of the Armed Forces, Central Armed Police Forces and State/Union Territory Police.
